Ban weraing of disguises in public place or place to which public have access.
Additional regulation to current Public Order Acts, making it unlawful for any person to disguise their identity by whatever means in a public place or a place to which the public has access. This is a more workable means of prevention than expecting Police to stop and ask individuals to reveal identity.
