Accept postal petition signatures

Additional Information

Some elderly and handicap. people do not have access to the internet and therefore cannot participate to the epetitions. However they do read newspapers and listen to the radio.
Request on behalf of all those people to be able to participate, in writing, to the petitions.
But of course they will not be able to sign this epetition, will they?
