UK citizens, to retain EU citizenship, without the UK being a Member State.
The Referendum deprives 16m UK citizens of the EU citizenship they voted to retain. Whilst EU has no mechanism for citizenship except through a Member State, creating this in these unique circumstances will demonstrate concern for its individual citizens and prevent the tyranny of a small majority.
