In a digital age why can't we choose what is shown on BBC channels?

Additional Information

We are in a digital tv age, so as license payer's why can't we choose what we want to watch? For example we have the red button capability, so why not have a menu and voting system I.e for films on say a Friday night slot? The programmes on our license paying channels are dreadful.
