Make PM & Cabinet legally and personally liable for election promises.
As shown in the recent referendum, it has become too easy for campaign promises to be ditched and forgotten. That implies that victors are elected on platforms that they are not willing to or that are impossible to achieve. PM/Cabinet must therefore be held to account both as institution and person.
