Conscript serial killers and persistent violent offenders
Although violence and even murder can sometimes be just a result of the perpetrator snapping under pressure, we all know individuals for whom violence seems to be the norm.
These people in times past would have protected the tribe from attack, but they are a liability in modern society.
We should their aptitude to use in defence of the realm, which would reduce prison population and increase cannon fodder.
