UK to adopt a written constitution to avoid profoundly whimsical decisions.
Changes of major national significance can happen in the UK on the basis of a simple 50%+ vote without any regard to turnout or being subject to any cooling off / double lock provisions. A written constitution could set out the rules of referenda and give enduring credibility to referendum results.
