Ban Councils Charging Utilities Rent.

This petition is to try to get the Government to reverse it's decision to allow local councils to charge utility companies rent for digging up roads as the companies will only pass the charges onto the consumers who are already being ripped off by these utility companies with sky high prices for gas, electricity ant water.
