Appropriate fines for uninsured drivers

Additional Information

Fines should be based on a multiple of the insurance costs for the convicted uninsured driver rather than a fixed amount. Often uninsured drivers are fined significantly less than insurance would have cost. The car they were driving should be siezed until the fine is paid or sold to pay the fine.
