Reform and consolidate parish councils

Additional Information

To reduce the number of parish councils, by merging councils, by at least 50 per cent to save around £200,000,000 a year, and to eliminate the function of Clerk to save the Clerk's salary, with any necessary Clerk's functions being serviced from larger councils.
