Replace Foreign Aid with a voluntary donation website

Additional Information

Completely replace the foreign aid budget with a foreign aid website. Each country will have a page and anybody can browse to the country of their choice to make a donation using a credit card or Paypal account. This will save the taxpayer at least twelve billion pounds per year.
