Prevent the creation of epetitions without the author demonstrating an acceptable knowledge of the subject and the effect of their wishes.

Additional Information

To prevent parliament wasting time, debating issues that have no chance of ever being brought into law, introduce a system to ensure the authors of epetitions are able to demonstrate an acceptable understanding of the subject they are commenting on and the effect of their wishes upon the wider public.
