At least 40% of those eligible to vote in a referendum must support change.
The Trade Union Act 2016 requires that at least 40% of those eligible to vote must back action for strikes in core public services. This is to limit disruption caused by an unrepresentative result. The same logic and rules should apply to a referendum, especially on important constitutional areas.
