Hold an early referendum on taking the "Norway option" of leaving the EU.
We see advantages in an early referendum on taking the "Norway option". This gives access to the single market, although it is not the most complete form of exit. Some people may see it as a flexible transitional step, and as the least risky path which accepts the result from 23 June.
