a system of government by the whole population or all the eligible members of a state, typically through ELECTED representatives.
A Referedum is :
'a general vote by the electorate on a single political question which has been referred to them for a direct decision.'
The MAJORITY vote has been counted - the deed has been done - yet acceptance has been denied.
