Require future referendums to have a supermajority
Referendums that are close to 50/50 leave half the population extremely dissatisfied with the result and could easily swing the other way. Requiring a supermajority for a constitutional change indicates a much clearer decision by the population.
A supermajority can be as low as 55%, such as in the Montenegrin independence referendum in 2006. Other values used are 60%, 66% and can even be as high as 75%.
