Propose the EU a unified welfare system for unemployed EU migrants.
European migrants, are attracted to Britain because of the generosity of its welfare system. If the EU shares common rights and laws for workers, then this should also include a common welfare system to stop the abuse of the welfare system and public resources in Britain.
A unified welfare system would put a stop to the abuse of the British welfare system and public services from migrants, which is why so many people voted for BREXIT.
