Landlords responsibility for council tax

Landlords have been really greedy in the last 20 years they buy cheap and rent many properties whilst spending thier money abroad and not contributing to the system , They prey on the less well off so if they can afford to own several properties, make them responsible for the council tax , they have become dependant on government paying 90% of the rents they charge whilst they live a luxury lifestyle abroad .
If the landlords disagree take all of thier property off them using bailiffs to see how they like it.Pure Greed.
