Councils own £millions worth of land sat vacant/brownfield. But where?

Land Registry allows you to search (for cost) for ownership of a specific piece of land...
But what if you want to set up an allotment site in your district or a developer wanting to build new houses.

How do you find what land local authorities own?
How do you ensure that publically owned land isn't being sold off without consultation?
