Include personal EU citizenship for a fee for UK citizens in exit negotiations.
The proposal is for personal EU citizenship for UK citizens to be included in exit negotiations with the EU. The EU citizenship could include residence, travel and education benefits and would attract an annual fee paid to the EU by the citizen.
