A caution should not be a Criminal offence for CRB purposes.

Additional Information

Many young people are failing to get jobs because of minor cautions. Failing to get employment and/or work has led to the Riots that we have seen. If such minor criminality can be removed then a lot of young people will be able to find jobs.
