Amendment to Licensing Act 2003 (to ensure payment)

Additional Information

A Licensee currently obtains a license before ever having to make a payment and local authorities cannot revoke them or refuse to issue them.

This means that licensees don't always pay.

Make all licenses be paid for in full up front before issue.
