Let England and Wales leave the UK
Since England and Wales do not want to remain in the EU, the burden of leaving should be on them. It is not fair to force Scotland and N. Ireland fight for their independence and then fight for re-joining the EU, they should be enabled to inherit the UK's beneficial position in the EU.
