Bring in legislation that, within 3 years, all food product packaging be made in Britain and be 100% recyclable/re-usable or 100% decomposable

Additional Information

The government to bring in the titled legislation. This would reduce waste volume, encourage innovation and new industry in this country (in the form of development of products and work to collect and process re-usables), reduce impact on the environment and encourage supermarkets to be more responsible and pro-active about packaging of goods.
The legislation could be expanded to cover all goods, within say, 7 years.
