Good governance requires such a momentous change of national direction to be underpinned by a properly formulated plan with specific objectives, milestones for the change process and timescales for final delivery, detailed costings and an associated risk management plan.

Additional Information

The people of the United Kingdom must be informed of the plan and its detail debated in Parliament within 100 days.
