Appeals against decisions by official bodies should not be heard by the body that made it.
Appeals against decisions by official bodies should not be routed through them, as they will have an inbuilt bias to maintain the status quo. The Police are the most obvious case, and the Local Government Ombudsman is another. An independent arbiter is needed, and perhaps ACAS would be the most appropriate body.
