Introduce a weighted voting system in referendums
Politically free information leaflets should be sent out to people before referendums. Voters would be tested for their knowledge of the actual referendum before registering their votes. Their vote would be weighted depending on their referendum-knowledge.
Looking at the aftermath of the EU referendum, it seems that many people who have (mainly) voted to leave the European Union, didn't really understand the consequences of their votes.
To try to avoid this in the future, the voting system needs to go through a fundamental change. A weighted voting system would ensure that people with more in-depth knowledge would have more say in the country's future.

It's not clear how this could be done. Voting in the UK is anonymous. It is not therefore possible to work out which votes would be accorded greater weight.
