A way to STOP METAL THEFT
The amount of theft of metal items like manhole covers, lead roofing, copper cabling, etc., is getting ridiculous and dangerous in the case of manhole covers.
If we just passed a law that made it impossible for "scrap" metal to be sold to dealers unless they had an identity document/utitlities bill,etc., that supported their postcode this would enable all sales to be traced to the sellers.
I believe this would make it very much more difficult for stolen scrap to be sold and hence reduce the problem dramatically overnight. Simples!
