Allow Gibraltar, London, Northern Ireland and Scotland to Remain in the EU
Allow England ex London and Wales to secede from the EU without invoking Article 50 of the Lisbon Treaty. Independence from the UK is not a prerequisite to UK nations' EU membership. The Common Travel Area already has a mixture of immigration rules, which England ex London and Wales may decide on.
"English votes for English laws" and the Welsh Assembly already provide the constitutional infrastructure.
The UK already represents non-EU Overseas Territories. England ex London and Wales may choose how they are represented in international organisations.
England ex London and Wales voted to leave the EU, but may retain indirect influence in the EU via UK membership. As Gibraltar, London, Northern Ireland and Scotland voted to remain in the EU, influence in the EU should remain direct.
