-All universities and colleges become responsible for collecting the tax revenue of their graduates
-They provide education for free in return for a guaranteed percentage of graduate future earnings
-That money is re-invested into education
-Universities become incentivised to maximise their students economic potential and recruit most talented for specific specialities
-Specialist colleges emerge for vocational skills
-Universities and colleges pay schools in return for human resources
-Universities and colleges use bargaining power to represent graduates in pay negotiations with large corporations and public sector
