Make failure to secure EEA membership trigger a new referendum on EU membership
Government, before triggering Article 50, should:
• seek, as a minimum, UK membership of EEA & EFTA, so securing continued free movement and access to single market.
• If this can't be negotiated, hold a 2nd referendum on EU membership, as the terms of Brexit go beyond the mandate given by 1st.
The EU referendum doesn't tell us how Brexit should happen. Options floated in the campaign include the “Norwegian model,” with UK still enjoying many benefits of EU membership. Norway's part of the European Economic Area (EEA) & the European Free Trade Association (EFTA) allowing free movement and access to the single market.
It's reasonable to assume that many who voted “leave” thought this would be the model for Brexit. The close result gives no mandate for anything more drastic.
