Creation of Regional Parliaments
Abolish County Councils and establish a regional parliaments (for example Yorkshire & the Humber or South East England) giving them individual responsibilities over Health, Education and other reasonable government departments.
A creation of an English Parliament would answer the West Lothian question, although it would just continue to keep government central and out of touch from individual opinions of those who live in particular areas. Regional Parliaments would be one step closer to real localism.
