Allow the remaining 27.8% who did not vote in the EU referendum a chance to vote
27.8% of people did not vote in the EU referendum. Many people did not have the opportunity or did not realise the serious impact this had on the UK. Now the serious nature of this decision has been made explicit, I propose allowing those who did not vote a chance to have their say.

Because voting in the UK is anonymous, it's not clear how you think the Government or Parliament could identify those who didn't vote.
