Persistent rioting can be drastically reduced in the future by effective proper supervision & surveillance of convicted rioters
Rioting can be drastically reduced in the future if convicted rioters are now given (a) effective supervision (b) given proper surveillance (c) given effective education (d) empowered to obtain suitable employment (e) incarcerated by a term of imprisonment, etc.
