Fines for uninsured drivers to be greater than premium cost

Currently fines for driving with no car insurance are often minimal and far less than actually paying for car insurance. This cannot be morally right. Young drivers in particular have to pay thosuands of pounds a year to insure their cars legally. Fines for having no insurance should be double whatever the highest premium is for someone that age to provide an incentive for everyone to be insured.
