Require consent of Parliament before procedure for leaving EU may be invoked.
The result of the recent referendum on whether to leave or remain does not and cannot bind Members of Parliament. Their right to make such a decision cannot be devolved. Nor can their duty to act in the best interests of their constituents and of the United Kingdom.
Parliament has a right and duty to make decisions on changes to the constitution of the United Kingdom and its relations with other states.
The referendum was advisory, not mandatory. it gave advice, not instructions. It is the duty of MPs to consider this advice alongside other evidence and to make their own decison.
