Have a state run lottery
Have a state run lottery where most of the money can be used for public services like police firefighters and the NHS and the country's pension fund run it like the normal lottery and use the money on our country

The National Lottery is the national, state-franchised lottery in the UK. It is regulated by the National Lottery Commission, which is a non-departmental public body reporting to the Department of Culture, Media and Sport. It is not clear what you mean by state-run lottery beyond the current arrangements.
