Have a sepearate referendum to decide if there should be a second EU referendum.
The EU referendum was a close result, however democracy would favour remaining with the current outcome. Having a second referendum would also negate the first if there was a different result. A democratic approach would be to first see if people want a second referendum by having a sepearate vote.
