Fine voters for not voting add a 'none of the' above option to all ballot papers
Following the recent referundum on whether the UK should remain or leave the EU there have been calls for a second referundum
Ensuring that all registered voters must vote, or face a fine, and giving them a 'None of the above' option will ensure that the democratic process is not challengeable
