No manifesto referendums allowed where the governing party is split on issue
The SNP referendum was help by a party that clearly and unambiguously wanted it. The Conservative LEAVE/REMAIN referendum went 'under the radar'. Conservative voters were only vaguely aware that they were voting for a party which planned a referendum.
Just look at the mess the country is now in.
