Not invoke Article 50 until terms for the UK leaving the EU are agreed
There is no legal requirement for Article 50 to be invoked before a country can hold talks on the terms to leave the European Union. Invoking Article 50 before terms are agreed will put the United Kingdom in a poor negotiating position without any obligation on other members to agree terms.
Discussing terms before invoking article 50 will enable all parties to agree and understand on what terms the United Kingdom will leave but leave all options open.
