PM replacement must be a Pro Brexit supporter to eliminate conflict of interest.
The PM a remain campaigner resigned as a result of his side losing the referendum. It wouldn't make sense and would create conflict of interest to have someone who supported the losing outcome. Furthermore democracy would not be upheld if the majority views of electerate were not fully represented.
PM promised vote on EU and was elected on that basis. Democracy is at stake here if new PM delays or compromises on exit of EU.
