Goverment Emplorment Conditions and the Unemployed

Additional Information

I would like it to become law that all Government and Local Government departments / organisations, must employ people who are in receipt of unemployment benefits in preference to those already in employment elsewhere.
Any organisation which pays its staff from income derived from tax (in whatever form that takes) should seek to reduce the burdon on the benefits system by taking people off the benefits register in preference to those already emplyed unless it can be shown that no candidate with sufficient experience \ qualifications came forward for that position from the unepmployed. The governement should also encourage external organisations who are in receipt of government money to manage public services to do the same, possibly by offering incentive schemes, or penalty schemes for the future employment of staff.
