Devolution, without devolution of England is again the Human Rights of the English peoples. Human Rights Act - Article 3 - Right to Free Elections, The High Contracting Parties undertake to hold free elections at reasonable intervals by secret ballot, under conditions which will ensure the free expression of the opinion of the people in the choice of the legislature. The People of England do not get choice of legislature / Government. When powers are devolved to state(s) of Scotland, Wales and NI,
MP’s from that state(s) do not vote on issue only affecting other states. No Government for England; leads to economic sanctions being levelled against Students (£9k-£27k+) and pensioners (£10k-£35k per year) that are not levied in Scotland and to some extent Wales and NI. Scotland Block Grant £30billion for 5.2million people = £5769.23. Block Grant to England would be £300billion 52million people. Scrap the House of Lords and replace with English Parliament.
