open up the family courts to scrutiny.
the courts need opening up as there are many decisions that are prejudiced by secrecy and unscrupulous social workers who use the courts to push for adoption even though the child(ren) may be well cared for.
many groups are campaigning for this and journalists too from various newspapers like daily mail and even the president of the family courts Sir james munby mentioned in an article about transparency in the system.

We're not sure what you mean by "open up to scrutiny". If you think that judgments of the Family Court should be public by default, you could start a petition about that.
