Sponsor chef for a Hindu Temple

The temple would like to sponsor a chef from india, to support the temple, we have made two application to the U.K Border Agency. But they have refused on both occasions, the reason given was, the temple does not require a chef with any experience. They have not considered that the temple cooks for 300-500 people everyday, the temple also holds annual events catering for 20,000 people plus, The Hindu temple also has special requirements like cooking without onion and garlic, make special indian sweets, cooking with any fresh produce given and the chef must be a Brahmin.
