There has been a material change in circumstances post Brexit vote with a substantial change in public sentiment and a clear indication from EU leaders of an intention to effect substantive reform - the implications of these critical factors must be debated

Additional Information

4 million people who petitioned for a debate on a second referendum have already been rebuffed - the credibility of the UK Parliamentary democracy will further damaged if the requested debate does not take place
