Let victims decide the punishment

Additional Information

Knowing that a potential victim has a say in the length of sentence/fine would surely force potential offenders to take into consideration the effects of their actions on victims.

Sentences/fines then take on real meaning for offenders, and they would be unable to hide from their actions.
