Combine petition votes gained by petitions where the topics are virtually identical
The rules of Epetitions indicate that a petition may be rejected if it substantially duplicates another petition and yet there are currently for example several petitions calling for a referendum on withdrawal from the EU.
Epeitions should combine the votes of those petitions when calculating the total.
