Place an additional tax of 10p a packet on chewing gum to pay the clean up costs
According to the LGA it costs £1.50 to clean a piece of chewing gum from a pavement. Not all chewing gum users are irresponsible about its disposal but it is wrong for general taxation to pay the clean up costs. A levy of 10p a packet (plus an explanation on the packet) will offset part of the costs
The LGA estimate that it costs £60M a year to clean up chewing gum. http://www.local.gov.uk/media-releases/-/journal_content/56/10180/6745145/NEWS
